Dr. Kelechi Justin Okere
Managing Consultant
Dr. Okere holds a Ph.D Degree in Natural Resources and Environmental Management with bias in Impact Assessment and Remediation from the University of Port Harcourt, Nigeria; Master of Technology Degree in Environmental Management from Malaysia’s premier and lead research institution, University of Malaya and also a Bachelors Degree in Industrial Chemistry from Imo State University Owerri, Nigeria. He has certifications from Harvard University on Energy within Environmental Constraints and The Health Effects of Climate Change; MIT on The Analytics Edge; Stanford University on Essentials of Program Strategy and Evaluation and Imperial College on Climate Change: Financial Risks and Opportunities. Furthermore, Dr. Okere is certified by the National Examination Board in Occupational Safety and Health (NEBOSH) United Kingdom as a Safety and Health Practitioner and has obtained Diplomas in Operations Management, Quality Management, Understanding Cost of Quality and TQM Tool, Behavioural-Based Safety among many more. He has about 15 years experience in the Oil and Gas Industry and the academia, having worked in varying positions at Port Harcourt Refining Company (PHRC) Port Harcourt; Knightbridge Petroleum Limited, Lagos; Paschal Technical Services, Port Harcourt; University of Malaya, Malaysia and Hezekiah University, Nkwerre, Imo State, where he served as Acting Head, Department of Chemical Sciences between January 2020 and November,2021 and Acting Director of Physical Planning for four (4) years starting from 2017. In the cause of his career he has saved more than US$ 1,500,000 including his research at the University of Malaya, where he proposed strategies on energy and waste management efficiencies that led to savings of almost $ 1,000,000 in a year, hence he was appointed into the Low Carbon Committee, comprising of eleven(11) Professors. The committee was set up by the University of Malaya in collaboration with Malaysian Ministry of Energy and Water, to evaluate strategies to meet up Malaysia’s pledge at the 2009 Climate Change Summit in Copenhagen, to reduce carbon emission by 40% in 2020 over 2005 rate. Dr Okere is versatile with expertise among more in Environment, Social and Governance (ESG); Operations and Quality Management. He has attended many local and international conferences, workshops and seminars including the Specific intensive Course entitled “Waste to Energy as an Integral Part of Sustainable Waste Management Worldwide: The case of Baku city, Azerbaijan", co-organized by Synergia, Earth Engineering Center of Columbia University, USA in 2013; The 6th International Conference of the Renewable and Alternative Energy Society of Nigeria (RAESON) in 2016 at UNN and the East Africa Utilities Expo, 2018 in Nairobi, Kenya. His PhD thesis looked at the impact of waste management on ecosystem services and hence studied the feasibility of conversion of the 650-1000tpd MSW in Owerri metropolis to energy via combustion and anaerobic digestion. He is an astute environmental advocate; a member of many local and international professional associations including Chemical Society of Nigeria(CSN); Nigeria Environmental Society (NES); International Association of Risk and Compliance Professionals (IARCP); Community of Energy Environment and Development (COMMEND) and International Solid Waste Association (ISWA).
Mrs Nwosu Ogechi Justina
Deputy Managing Director
Mrs Nwosu graduated in 2006 from the Federal Polytechnic Nekede with upper credit in Banking & Finance. She has been in private business in the last ten years. In 2017, she and Dr Okere in cooperation with worldwide known Waste-to-Energy (WtE) expert, Dr. Efstratios Kalogirou signed a twenty year agreement for special consultancy in feasibility studies/ project execution of sustainable waste to energy projects in Nigeria, Kenya and all African countries. She has many workshops and seminars to her credit including the Specific intensive Course entitled “Waste to Energy as an Integral Part of Sustainable Waste Management Worldwide: The case of Baku city, Azerbaijan", co-organized by Synergia, Earth Engineering Center of Columbia University, USA in 2013 and the 2018 East Africa Utilities Expo held in Nairobi, Kenya.
Okere Olivia Ijeoma

She studied at Imo State University and the Rivers State University of Science and Technology earning degrees in Business Management and Accountancy respectively. She is a member of the Chartered Institute of Taxation (CITN) and has headed the Audit and Tax unit of Okey Ofoedu and Co Chartered Accountants, Port Harcourt where she manages a clientele base of over 20 Oil and Gas Service companies. She brings about 15 years financial experience into Stinus Energy Services Limited.
Mr. Nwosu Chidozie Victor
Director, Engineering Services
Mr Nwosu graduated with a Higher National Diploma in Quantity Surveying from Federal Polytechnic, Nekede, Owerri in 1999 and a Post Graduate Diploma in Civil Engineering in 2002. He has managed construction of over 65 facilities with clientele base spanning the Government and private. He sits on some boards including Solution Consults Limited that specializes in structural and fabrication works, with fiscal portfolio of over $17,000,000 since 2015.
Dr. Efstratios Kalogirou
Consultant, Research & Development
He is the co-founder and first Chair of Waste-to-Energy Research & Technology Council (WTERT) Greece (Synergia, www.wtert.gr) and also the first Global Vice-Chair of WTERT, headquartered in the Earth Engineering Center of Columbia University (www.wtert.org), USA. He is a permanent member of the ISWA Working Group on Energy Recovery (ISWA-WGER, www.iswa.org). He graduated from the Department of Chemical Engineering at Aristotle University of Thessaloniki, Greece and has a Ph.D. from the National Technical University of Athens, School of Chemical Engineering. He is an international expert on waste management, specialized in state-of-the-art Waste-to-Energy (WtE) novel technologies. His major scientific fields are energy from waste, potable water resources, and ozone sterilization technologies. He is involved in many environmental projects worldwide (especially in WtE feasibility studies, preliminary studies, etc.). He is author of many scientific and technical papers, especially in WtE, and coordinates worldwide intensive courses/seminars on advancing state-of-the-art sustainable waste management and WtE as a renewable energy source contributing to green development and carbon credits, in close cooperation with policy/decision makers, local governmental authorities, and local industry and universities. He is the author of Waste-to-Energy Technologies and Global Applications published by CRC Press in 2017. He was part of delegation of EU to Addis Ababa, Ethiopia in 2013 that culminated to the first WtE facility in Africa that started operations in August, 2018 at Reppie with capacity to treat MSW of 1,400 tpd, generating about 30MW of electricity.
Frank Farrugia
Consultant Project Evaluation, Financing & Construction
Mr Frank Farrugia is the Director of Operations for New Jersey Fiber Exchange, responsible for leading efforts in building, managing and improving processes and capabilities related to the successful and profitable management of day-to-day operations.
Mr. Farrugia brings over 28 years of facilities operations experience to Stinus Energy Services, previously serving as the lead facility manager for Equinix’s New York data center portfolio, where he earned notable recognition for initiating energy and revenue improvement projects that led to over $20M in annual recurring revenue. As Equinix’s Senior Manager of Facilities Operations, Mr. Farrugia managed a $10M operating budget and led all facets of operations and procurement initiatives. He was also responsible for overseeing a team of 25 engineers, technicians and administrators in the planning and execution of over $500M in capital projects, including: selection, design and construction of sites ranging up to 400K sq. ft.; space planning, installation and provisioning power and connectivity for over 7,000 computer racks; deploying DC infrastructure comprised of multiple 2000A DC plants; chiller installs; UPS upgrades; power distribution expansions; and physical space re-configurations.
Prior to Equinix, Mr. Farrugia served as Project Manager and Assistant Chief Engineer at Morgan Stanley and Barclays Capital. From 1986 – 2001, he held the title of Assistant Chief Operating Engineer for Cushman Wakefield at the Salomon Smith Barney account (now Morgan Stanley), where he was responsible for managing a 6.7M sq. ft. corporate complex as well as a team of 15 operating engineers in all aspects of design and construction, electrical, and mechanical building projects. Mr Farrugia is responsible for Estimation and Construction at Bestech Clean Energy, a WtE company.
